Which is why Republicans of the last 20 years have not considered policy analysis to be useful, have not endorsed cost-benefit or cost-effectiveness analysis, and have done their damnedest to get rid of policy shops that properly use cost-benefit analysis and properly value the environment and the people who live in it.
